Our WHMCS Templates support come with a main menu and footer based menu. These can be edited easily whether you want to change links or add new links for newly created pages.
The files containing these menus are:
Main Menu: /whmcs_path/templates/your_template/includes/menu.tpl
Footer Menu: /whmcs_path/templates/your_template/includes/footer.tpl
Adding A New Link To The Main Menu
